II.     SUBDIVISIONS

Eagle Point Estates Major (WMP) 61 acres, 187 lot major. Noted CT and MT in a few small patches throughout property, SK infestation approximately 0.03 Acres.
05/22/07. WMP NOT APPROVED as submitted, as plan did not address SK control. Requested revision of WMP.
06/07/07. WMP was resubmitted to address SK control.
06/18/07. WMP NOT APPROVED a second time as signature page was not signed and the herbicide costs for control of SK were not realistic. Requested revision of WMP a second time.
07/31/07. As of this date no revised WMP has been received.

PT Land PUD (MOU) 47.62 acres, 18 lot commercial development.
09/06/07. Inspection of property showed that NE corner of property mowed two weeks ago. Interior of property contains heavy infestation of dried nuisance weeds. Unable to determine if weeds were treated with herbicide or just dried out from end of year cycle. No road construction or revegetation of road disturbance has occurred. No revegetation of open space has occurred. MOU not approved
09/10-10/19. Numerous telephone discussions with Steve Laufenberg and Molly Scorpik (Morrison & Maierle) and Wynette Lyndemaker (Bozeman Planning) regarding the subdivision. Cooperator is not constructing improvements between preliminary plat approval and final plat approval so no infrastructure (roads, etc) are being built. Instead, Cooperator will place an improvements agreement (IA) with the city of Bozeman. However, the IA does not include weed control and revegetation. Hengel provided three options for MOU approval:
1.      Complete the WMP as submitted.
2.      Include weed control and revegetation in IA.
3.      Provide a paid contract for the weed control and revegetation from a third party guaranteeing that the work will be completed.
11/01/07. Attorney Joby Sabol at Weed Board meeting. Discussion w/ Board on requirements for approval of MOU. Agreement reached that Cooperator will revise WMP to reflect current condition of property and also provide improvements agreement (letter of credit).
12/04/07. Addendum of WMP, Improvements Agreement and Letter if Credit submitted by Cooperator.
12/14/07. After review of the addendum of WMP, Improvements Agreement (IA) and Letter of Credit the MOU was approved. IA sent to County Attorney’s office for review.
01/14/08. Rec’d Letter of Credit in mail.
02/13/08. MOU was approved on 12/14/07 however not mailed. Waiting for review of special improvements agreement by County Attorney’s office. Morrison Maierle called 02/12/08 asking for signature pages. Mailed approved MOU to Morrison Maierle in Bozeman.  
02/22/08.  County Attorney’s office approved IA.

Eastlake Minor 5 Lot subdivision (WMP) 7.65 acres, 5 lot minor commercial subdivision. Property located west of Bozeman at intersection of Valley Center Road and N 27th Street. WMP written as suggestions that the Cooperator might complete.  
11/05/07. Inspection of property noted total disturbance of site through small grain production. Property in stubble with high density infestation of CT on perimeter. Engineering firm contacted and requested that WMP be rewritten and resubmitted as to what the Cooperator will actually implement to control weeds (CT) and will implement to mitigate any disturbances.
11/29/07. As of this date no revision of WMP has been received by Weed District office.

Flikkema Minor (WMP) 160 acres, 2 lots (40 acres and 120 acres) located on Cottonwood Road south of Bozeman. Property mapped by Gallatin Spraying Service (Lynn Huyser).  Noted scattered plants of houndstongue, Canada thistle and musk thistle. No disturbances planned. Hengel unable to inspect property due to snow depth (24 – 36”). WMP approved based on info & map from Huyser. Hengel will inspect property in May/June 2008 to verify WMP.

River Farm North Major (MOU), 142 acres, 14 lots
02/19/08 Hengel inspected property. WMP originally approved in 2007. Inspection indicated that no weed significant weed management or revegetation of disturbed areas had occurred. Road infrastructure has not been completed. MOU NOT APPROVED.  
02/20/08 Engineering firm and developer contacted Weed District office and discussed situation with Hengel. Developer to provide update and paid ($ 13,500) written contract with commercial applicator/landscaper for initiation of WMP. The remaining balance to be paid upon completion of work.
02/26/08 Resubmitted MOU and contract reviewed with Brad Bean (developer) and Hengel. Resubmitted MOU then approved.

Westpark major, Phase 1 (WMP) 58 acres, 63 lots. Property originally subdivided in 2006 (168 acres into two lots: Lot 1of 85 acres and Lot 2 of 83 acres). Westpark project is a subsequent subdivision of Lot 2.
02/27/08 Hengel inspected property. The submitted WMP appears to only address weed control and revegetation in Phase 1 of project. WMP is required for entire subdivision project so the WMP was not approved. Request that developer resubmit WMP for control of weeds on entire project. Note: Property originally subdivided in May 2006. It appears that no significant weed control has been implemented since 2006 as the property still contains high density infestations of CT and MT.

02/28/08. Hengel inspected property. Isolated scattered CT and HT on property. No weed control noted. However, due to lack of serious infestations MOU was approved.

Hengel attended MACo Land Use Development Committee meeting as MWCA representative. Tone of meeting was that tremendous growth in western Montana will continue. Demand for services will exceed resources. County government will have to prioritize issues.

In the afternoon session the three work groups (Mapping, Education/small acreage, Cooperative Projects) strategize and plan for upcoming year. Outstanding Organization Award to Fred Tubb of Farm Bureau. Weed Fighter of the Year Award to Keith Mainwaring.

Inspection of Madison River Dike by Hengel and Sean Wilcox. Ditch is approximately 8 miles long. Access road on top of ditch. Spotted knapweed, leafy spurge, Canada thistle, musk thistle, houndstongue and common mullein along ditch. Ditch company has funds available to start weed management program. Weed District proposes to implement herbicide treatment program ($2500) in June 2008. Weed District to assist in organizing Lower Madison WMA. Ditch company accepted proposal.

County Staff meeting. Presentation by Ed Blackman, Finance Office, on upcoming budget. Several large capital improvement projects (Road Dept. complex, 911 building) ongoing and under construction. Possibility of new jail complex next budget year.
